Once the Country Coordinator had carried out a detailed analysis of the LGAF documentation, expert investigators were selected and asked to participate in the drafting of the study. A local expert was identified according to the specificities of each module, as a person with the most knowledge and experience in that field.

Experts independent of political structures were selected in order to make the assessments independent from the political influence. The selected experts are renowned in their respective fields and have been investigating and publishing papers for a longer period of time.

Expert investigators, with support of the country coordinator, gathered necessary data and information through a review of the existing legal framework, available statistics, procedural reports, surveys, studies and other forms of accessible data. In the report, the expert investigators cited specific laws and policies, and listed the sources used in making the assessments (e.g. the names and functions of contacted persons, the institution that provided the data or publication references). Each expert investigator also described the methodology used to assess the dimensions.
